Baltimore: Motor vehicle traffic, given priority in planning by local policymakers, presented increasing obstacles to streetcar operations. Here traffic blocks a streetcar trying to make a turn at Baltimore and Light Streets in the late 1940s. This problem could easily have been resolved by recognizing that the streetcars moved many more people and deserved priority via reserved lanes and even reserved streets in the CBD.
